Egypt's Ten-Point Response

to Israel's Election Plan in the West Bank and Gaza Strip

Cairo, Early September 1989

1. An Israeli commitment to accept the results of the election.

2. The positioning of international observers to monitor the voting.

3. The granting of full immunity to Palestinian elected representatives.

4. The withdrawal of the Israeli troops from balloting areas during the election.

5. An Israeli commitment to start talks on the final status of the Occupied Territories by a certain date.

6. Israel is to freeze all settlement activities.

7. Complete freedom of speech for all candidates.

8. A ban on the entry of Israelis to the Occupied Territories on the election day.

9. The participation in the voting of Palestinians in East Jerusalem.

10. Israel should accept the four principles of the American policy in the Middle East based on:

-The settlement should be based on Security Council Resolutions 242 and 338.

-The principle of trading land for peace.

-Security guarantees for all states in the area.

-The recognition of the political rights for the Palestinians.
