Egypt's "Assumptions" with Regard to Baker's Five Points
Cairo, 5 December 1989
1. The Palestinian delegation will represent all the Palestinians, including those living inside and outside the occupied territories.
2. The Israeli-Palestinian agenda will remain open, in accordance with the original version of U.S. Secretary of State Baker's five-point proposal.
3. The dialogue on the election process will be considered a first step toward a continuation of the process that will lead to the convening of an international peace conference on the Middle East with the participation of all relevant parties, including Israel and the PLO.
