China’s Four-Point Proposal
on Promoting the Settlement of the Palestinian Issue

First, firmly advance the political settlement process based on the "two-state solution". The "two-state solution" is most in line with regional realities and has received the widest international recognition. Relevant parties should adhere to the relevant UN resolutions, the principle of "land for peace" and the "Arab Peace Initiative" as the basis, and insist on achieving a comprehensive, just and lasting settlement of the Palestine issue through negotiations. China firmly supports the "two-state solution" and the establishment of an independent State of Palestine with full sovereignty based on the 1967 borders and with East Jerusalem as its capital, and will continue to play a constructive role in resolving the Palestinian issue.
Second, adhere to the concept of common, comprehensive, cooperative and sustainable security. Palestine and Israel are neighbors that cannot be moved away. The security of the two countries needs to be jointly built and supported by each other. China calls for the earnest implementation of UN Security Council Resolution 2334, an immediate cessation of all settlement activities in the occupied territories, and immediate measures to prevent violence against civilians. Resume talks as soon as possible, speed up the political settlement of the Palestinian issue, and fundamentally realize common and lasting security.
Third, further coordinate the efforts of the international community and strengthen the synergy for promoting peace. For some time, the international community has paid more attention to the Palestine issue. Relevant parties have actively launched diplomatic efforts to promote the resumption of peace talks between Palestine and Israel. The international community should further coordinate and launch joint peace promotion measures as soon as possible. China is willing to participate in and support all efforts conducive to the political settlement of the Palestine issue, and plans to hold a seminar for Palestine-Israel peacemakers within this year to provide wisdom and suggestions for resolving the Palestine issue.
Fourth, implement comprehensive policies to promote peace through development. While advancing political negotiations, we should attach great importance to development issues, especially enhancing the independent development capacity of the Palestinian economy. China regards Palestine and Israel as important partners along the "Belt and Road" and is willing to promote Palestine and Israel to carry out mutually beneficial cooperation, dredge channels for mutually beneficial cooperation, and continue to support Palestine in accelerating its development in line with the concept of promoting peace through development. This will help strengthen the foundation of peace and harmony and reduce the factors that interfere with the peace talks between the two sides. China proposes to launch a China-Palestine-Israel tripartite dialogue mechanism to coordinate and promote key projects to assist Palestine.
