In response to Britain’s aims in Palestine, including its adoption of the Balfour declaration, Palestinians organized themselves, starting with the establishment of a nation-wide network of Muslim-Christian associations in 1918. The network quickly evolved in the holding, between 1919 and 1928, of seven congresses that were representative of the Palestinians and could be considered forerunners of the sessions of the Palestine National Council after 1964.
